Five burglars (夜贼)were caught and the whole things came out. The congress impeached(控告,弹劾) the president and Nixon had to resign. The impact of the scandal: No citizen is above the Constitution, even president. The American public paid attention to the private life of the president.

Checks and Balances三权分立(监督+平衡)

The system of checks and balances is an important part of the Constitution. With checks and balances, each of the three branches of government can limit the powers of the others. This way, no one branch becomes too

powerful. Each branch “checks” the power of the other branches to make sure that the power is balanced between them. 11、
